Unlawful Internet Gambling Enforcement Act (UIGEA) of 2006


The UIGEA, signed into law in 2006, prohibits any person engaged in the business of betting or wagering (as defined in the Act) from knowingly accepting payments in connection with the participation of another person in unlawful internet gambling.  The Dept of Treasury and the Federal Reserve Board have issued a joint final rule, Regulation GG, to implement this Act.

As defined in Regulation GG, unlawful internet gambling means to “place, receive or otherwise knowingly transmit a bet or wager by any means which involves the use, at least in part, of the internet where such bet or wager is unlawful under any applicable Federal or State law in the State or Tribal lands in which the bet or wager is initiated, received or otherwise made”.

As a customer of the Sacramento Deposit Bank, these restricted transactions are prohibited from being processed through your account or banking relationship with us.  If you do engage in an Internet gambling business and open a new account with us, we will ask that you provide evidence of your legal capacity to do so.

Notice Regarding Your Visa Debit Card


Your VISA® debit card (“Card”) may be used to conduct transactions on the VISA® network (“VISA®
Transactions”) and on the NYCE® network (“PIN Debit Network Transactions”).
When your Card and its PIN are used together in a transaction, the transaction will be a PIN
Debit Network Transaction. We have also authorized use of the Card without using a PIN.
When your Card is used without a PIN, the transaction may be a PIN Debit Network Transaction
or it may be a VISA® Transaction.
When your Card is used without its PIN, whether the transaction is a VISA® Transaction or a PIN
Debit Network Transaction is determined based on choices made during the transaction or the
choices the merchant makes in processing the transaction.
For example, a Card transaction will be a VISA® Transaction if a receipt is signed. Likewise, if the
merchant provides a choice as to whether a transaction is a “credit” transaction or a “debit”
transaction, and “credit” is selected and no PIN is provided, the transaction is a VISA®
Transaction. If a merchant processes Card transactions without obtaining a PIN and does not
provide a choice as to whether to process the transaction as a credit or debit transaction or any
other options regarding the network to be used for processing the transaction, the transaction
may be processed as a VISA® Transaction or as a PIN Debit Network Transaction depending upon
the merchant and the merchant’s choices.
If a transaction is a PIN Debit Network Transaction and is not a VISA® Transaction, the provisions
in the Agreement and Disclosure for Electronic Funds Transfers and Business Debit Card
Agreement addressing VISA® Transactions will not apply to the transaction.
International Transactions
  • A 1% (100 basis points) fee will be assessed for each International transaction. This fee may be applied whether or not there is a currency conversion.
  • This fee will be based on a rate selected by VISA/PLUS from the range of rates available in wholesale currency markets for the applicable central processing date, which rate may vary from the rate VISA/PLUS itself receives, or the government-mandated rate in effect for the applicable central processing date.

 

  • A .20% (twenty basis points) Currency Conversion Fee will be assessed on International transactions where Cirrus, MasterCard or Maestro has performed a currency conversion function.
  • This fee will be based on either a government-mandated exchange rate, or a wholesale exchange rate selected by Cirrus, MasterCard, or Maestro and the rate used will be the applicable rate on the day the transaction was processed, which may differ from the date of the transaction or when it posted to the cardholder’s account.
  • A .90% (90 basis points) Cross Border Fee will be assessed on all International transactions whether or not a currency conversion function was performed by Cirrus, MasterCard, or Maestro.
